Most heat training treats heat as an outdoor problem. In general industry it usually is not. Frequently Asked Questions
Is there an OSHA heat standard?
No. There is no OSHA standard devoted to heat and no permissible exposure limit for temperature. Heat hazards are cited under Section 5(a)(1) of the OSH Act — the General Duty Clause — which requires employers to furnish a workplace free from recognized hazards likely to cause death or serious physical harm. Existing standards for drinking water, first aid, PPE hazard assessment, and recordkeeping also apply, and OSHA runs a National Emphasis Program directing inspectors to heat hazards in 55 high-risk industries.
How hot is too hot to work? Is there a legal temperature limit?
Under federal OSHA there is no legal maximum workplace temperature and no temperature at which work must stop. If someone tells you OSHA says work stops at a specific number, they are mistaken. What matters is total heat load — air temperature, humidity, radiant heat, air movement, workload, clothing, and whether the worker is acclimatized. OSHA’s Technical Manual notes heat hazards may exist above roughly 70°F when the workload is moderate, and the National Emphasis Program treats a forecast heat index of 80°F as the point at which heat prevention becomes an active question.
Does OSHA require water breaks?
29 CFR 1910.141 requires employers to provide potable water in all places of employment. It does not specify quantity, temperature, distance from the work, or replenishment frequency. Rest breaks and cool-down areas are not addressed by any 1910 standard — where they are required, it is through the General Duty Clause, because they are feasible and useful ways to correct a recognized hazard. The standard does specifically prohibit common drinking cups and open containers that workers dip or pour water from.
What is acclimatization and who needs it?
Acclimatization is the body’s physical adaptation to working in heat. Over roughly 7 to 14 days of gradually increasing exposure, the body begins sweating sooner, sweats more, and manages heat load better. It is lost after about a week away, and a returning worker needs roughly 2 to 3 days to re-adapt. It is needed by new workers, workers returning from vacation or illness, seasonal returns, temporary workers, anyone reassigned to a hotter area, and the whole workforce during the first sustained hot stretch of the season. What are the signs of heat stroke?
The most reliable sign is a change in behavior or mental status: confusion, slurred speech, clumsiness, unsteadiness, or loss of consciousness. Heat stroke is often described as producing hot, dry skin, but in exertional heat stroke — the form that occurs during physical work — the worker is frequently still sweating heavily. Wet skin does not rule it out, and a thermometer reading cannot rule it out either. Heat stroke is a medical emergency: call 911, check breathing, begin CPR if the worker is not breathing normally, and begin aggressive cooling immediately.

What is rhabdomyolysis?
Rhabdomyolysis is the rapid breakdown of muscle tissue, releasing proteins into the bloodstream that can cause irregular heart rhythms, seizures, and kidney damage requiring dialysis. It is associated with heat stress and prolonged exertion. Signs include muscle pain and weakness out of proportion to the work, and urine that is brown, tea-colored, or cola-colored and does not clear with fluids. A worker with these signs should be seen the same day and should specifically request a creatine kinase (CK) blood test.
