This OSHA-authorized online 30-Hour Construction Voice Authentication course—offered through the EST Safety Network in partnership with ClickSafety—provides comprehensive, in-depth construction safety training with built-in voice authentication to confirm your identity throughout the course. This meets New York City’s proctoring requirements under Local Law 196 (LL196).
Required for New York City construction workers and personnel. The voice-authenticated OSHA courses were developed in conjunction with the New York City Department of Buildings (NYCDOB) to address LL196 online course proctoring requirements. Voice authentication is a best practice to verify student identity throughout the course.
Covering 37 modules, this course goes well beyond the 10-Hour program—diving deep into managing safety and health programs, the OSHA Focus Four hazards, respiratory protection, silica and asbestos awareness, excavation soils, scaffolding, steel erection, confined spaces, ergonomics, welding, NFPA 70E, and much more.

About Your Certificates, SST Card & DOL Card
Certificate of Completion: Available immediately upon passing the course. Your certificate is issued by ClickSafety and can be accessed through your Enhance Safety Training account.

Voice Authentication & New York City Compliance
This course includes voice authentication (VA) technology that confirms your identity at multiple points throughout the training. VA courses were developed in conjunction with the New York City Department of Buildings (NYCDOB) to address Local Law 196 (LL196) online proctoring requirements. This ensures the person taking the course is the person receiving the credential.
SST Card — Purchased Separately
Your SST card will be issued once all required training has been completed. The SST card must be purchased separately through the Site Safety Training (SST) Card course, which guides you through Training Connect’s process to receive your SST Card and meet New York City Local Law 196 of 2017. If you are purchasing this course as part of a safety pack, the SST Card course may already be included.
Certification Details
ClickSafety is an OSHA-authorized online training provider. Successful participants will receive:
- A certificate of completion confirming a passing score of 70% or higher
- 3 Continuing Education Units (CEUs) from an accredited IACET provider
- A valid DOL/OSHA 30-Hour Construction Card
You will have three attempts to pass the final exam. All incorrect answers generate immediate feedback. Your training must be completed within 180 days of your start date, and you must spend at least 30.25 hours in the course and supplemental material. You’ll also need to complete the course evaluation to receive your certificate and DOL card.
How You Get Your DOL Card
ClickSafety records your score and submits your completion to both OSHA and the Department of Labor. They then receive, sign, and mail your DOL/OSHA 30-Hour Card directly to you. In most cases, this takes approximately two weeks from the date you complete the course.
